Rayhaan University Birnin Kebbi (RUBK) is pleased to announce that it has been granted a Permanent Operating Licence by the National Universities Commission (NUC), following a successful assessment of its compliance with national university standards.
The approval, effective July 2026, marks a significant milestone in the University’s institutional development and reinforces its commitment to academic excellence, quality assurance, sound governance, and the sustained delivery of quality higher education.
In May 2026, the University hosted a five-member delegation from the NUC for an assessment visit to review its initial three-year provisional licence. The exercise evaluated the University’s compliance with established national standards and the requirements for the award of a full statutory operating licence.
The assessment outcome was highly commendable, with Rayhaan University Birnin Kebbi achieving an overall score of 86.1%. The University recorded particularly impressive results across several critical assessment areas, including:
- Physical Facilities: 88.5%
- University Evolution: 93.7%
- University Admission Process: 100%
- Library Holdings: 95%
- General Ethos: 100%
These results reflect the University’s efforts to establish and maintain appropriate teaching and learning facilities, develop structured academic programmes, uphold transparent admission processes, strengthen library resources, and promote institutional values consistent with national regulatory expectations and best practices in university administration.
The University’s score of 93.7% in University Evolution demonstrates the progress made in developing and structuring its academic programmes, while providing a strong foundation for sustained institutional growth and future development. Similarly, the 100% scores recorded in the University Admission Process and General Ethos categories underscore the University’s commitment to regulatory compliance, sound institutional practices, and the promotion of a conducive academic environment.
The Permanent Operating Licence was signed by the Executive Secretary of the National Universities Commission, Professor Abdullahi Yusuf Ribadu, FCVSN, and the Honourable Minister of Education, Dr Maruf Tunji Alausa, CON.
